The Decoration of Honor for Aid to the German People was instituted by decree of Adolf Hitler on May 1, 1939. The introductory text of this decree read as follows: “For services rendered in the field of social welfare, the Winter Relief Fund, care of the sick and wounded in peace and war, rescue service, promotion of German national identity and assistance to German compatriots abroad, I hereby institute the ”Decoration of Honor for Aid to the German People". This award replaced the Decoration of Honor of the German Red Cross, which was no longer awarded from that time onwards." The decree was signed by Hitler, Rudolf Hess , Wilhelm Frick , Franz Seldte , Joseph Goebbels , Joachim von Ribbentrop , Wilhelm Keitel and Head of the Presidential Chancellery Otto Meissner .

The Decoration of Honor for Assistance to the German People was awarded to Reich citizens and foreigners who had rendered outstanding services in the fields of public assistance, winter relief, care of the sick and wounded in peacetime and wartime, rescue services, maintenance of German national identity and care of German compatriots abroad.
