Designed as an Order comprising a single class and intended primarily to reward officers of the ground forces and air force who had distinguished themselves in combat, it was soon decided at the highest levels that it could also be awarded to the most deserving units. In total, from 1942 to 1945:
42,000 Soviet officers received it;
as well as 70 foreign officers;
and 1,470 units, ranging from battalions to armies;
